The Government Accountability Office found the VA struggles to track software licenses despite $985M annual spending and cannot accurately determine if it's over- or under-licensing from its top five vendors. The department is implementing a centralized software license inventory system to address the problem. The GAO also raised concerns about vendor licensing practices that restrict cloud computing capabilities.
