Copilot Chat improvements for pull requests

GitHub Copilot Chat now provides enhanced pull request analysis with three new capabilities: pull request understanding (integrating comments, commits, reviews, and file changes), structured review generation, and pull request summarization. These features are available in both on-page and immersive chat modes, with public-preview users able to access the functionality via a Copilot button on diffs.
